This meeting is regarding the status of the Johnson Recreation Center and Higginbotham School in Northwest Detroit. Currently there is an offer from UofD Jesuit High School to invest capital into redeveloping the property.  

When Joe Louis Arena is demolished, there will be one less tribute to the great Brown Bomber in Detroit. Joe Louis Field shall get some dignity by redevelopment with a purpose to the community. Public and Private partnerships are becoming a normal way of business in the revitalization of a city.  ProTem Cushingberry is adamant about the development of the land, the rich history of this property, and keeping it for public use.  Mr. Cushingberry was successful in getting an appropriation inserted the 5 year plan for a new Olympic Size Pool in a new facility on Joe Louis Barrow Field.

Currently, the former Johnson Center and Higginbotham School Complex is for sale at $1.5 million dollars. Therefore, your input is needed on the future of the neighborhood when it comes to quality of life issues of youth engagement and leaving a legacy to our babies who will be here after we are gone. When all of the neighborhood input is received, an ordinance to reflect the will of the people will be developed, agreed upon and, enacted into law.

Field Report: The Proposed Sale of Johnson Recreation Center and Higginbotham School Property

                The Former Johnson Recreation Center has been listed by the City of Detroit for a sale price of $1,000,000 dollars on November 24^th, 2017. According to the realtor, this will be a unique development opportunity for an interested buyer.  The Higginbotham Elementary School property is for sale with a $500,000 selling price.   This land has historic value to the City of Detroit because it was named after Joe Louis during World War II and, the first place where African Americans could learn how to swim in the 1950.

                We know that this Recreation Center has a major stake in the development and redevelopment of the youth within the community. A working recreation center increases the property value in the neighborhoods and encourages growth.  Closed schools are a sin to education and, the old Higginbotham School property could be unique development opportunity for an entrepreneur as a senior citizens home to a satellite community college.

Public comment is welcome on this matter and encouraged by Councilmember Pro-Tem Cushingberry and, we will be notifying you of any activity on these property.  We want to thank Hazel Fludd of Garden Homes Community Organization and, Dwight Smith of the 8 Mile Old Timers Club for staying on top of this issue because it is a pressing concern of the residents, especially within 1.5 miles of the property.

As of this writing, the University of Detroit Jesuit High School is making very serious offers to acquire the land to expand football practice facilities.  If you are interested in purchasing the land, then you are strongly recommended to contact the realtor for more information and, you City Council Members to voice your concerns.  Currently both properties are listed as a special purpose land use sale.

The final sale must be approved by the full 9 member body of the Detroit City Council.

Firefighters and Sheriffs in Michigan Benefit from Legal Marijuana Sales with Proposed New Legislation

"Legislation will fund County Governments and Public Servants"

Michigan’s effort to legalize marijuana by legislative procedure is going to benefit counties, substance abuse agencies, and local governments.  The following package of bills passed by the Senate will create job opportunities for software vendors to bid on supplying the Marijuana Tracking System for all Cannabis business must have to continue to participate in the program. When it becomes operational, your card will be used to track the amount of marijuana each patient has purchased over time.  You will be able to possess 2.5 ounces of usable marijuana at any time in the State of Michigan.

The major beneficiary of these set of bills is the State of Michigan's 1^st Responder Presumed Coverage Fund at the tune of $500,000 from the proceeds of the Medical Marijuana Program.  The next beneficiaries are the County Governments like Wayne County who will receive 35% of all revenue from Marijuana sales. Wayne County Sheriff Benny Napolean and the 82 other county sheriffs will enjoy this cash cow on the backs of Marijuana users as soon as it becomes the law. Local governments will receive 25% of the proceeds from Marijuana for their use.

Cities like Detroit could use the money for things like rebuilding recreation centers and create green jobs in manufacturing and, education. Cities will also have the abilities to place caps on the number of businesses in their locality. Caps must be anti-discriminatory and be in compliance with Federal Zoning Laws.

The legislation places a 50 ounce limit for each Medical Marijuana Center with a valid license. Currently the City of Detroit  Building Safety and Engineering Department (BSEED) is granting conditional waivers to new marijuana business owners on the grounds that the owner works to bring the location up to code. BSEED is very generous and confident that business owners will do the right thing to be legal.

A brief analysis of the bills are as follows:

HB 4209 - license and regulate medical marijuana growers, processors, provisioning centers, secure transporters, and safety compliance facilities;  This bill creates a marijuana licensing board, an automated tracking system, an advisory panel, provisions for forfeiture, defines tax rate,  and sets civil fines. This bill grants powers to State and Local Governments to define duties regarding Marijuana in the community

HB 4210 – Gives specific definition of the content of medibles (non smoke able) Marijuana. Also spells out procedures for violations of the provisions of the card:

•       16 Ounces of Solid Medible Marijuana (brownies, cakes,  etc.)
•          7 Grams for using in a vaporizing pen
•       72 Fluid Ounces of liquid marijuana

Outdoor growing is allowed as long as the medicine is out of sight from the street, in a secure location and locked.  Security could be a dog, camera and lights so that other people don’t rip you off. Companion Senate Bill 0141 introduced by Senator Coleman Young seeks to address the inequities of this bill like vehicle transport and other issues that must be worked on by the House of Representatives for a compromise.

HB 4827 – This bill will allow software companies to bid on the Marijuana Tracking System because it defines the specifications for the developers to use in designing and implementing the Statewide system.  This bill will track the sales of marijuana between patients and the growers who interact with retail sites.

In summary, these pieces of legislation have a lot to be desired. The transport law that was enacted by former State Senator Virgil Smith has been declared unconstitutional by courts in the State because it exceeds the current Michigan Medical Marijuana Law.  The three tier system for growing will open up opportunities for growers, testers, and manufacturers.  Local law enforcement will be released to go after Meth and Heroin users who are really destroying the neighborhoods and the country with their drug of choice.

What Does it Take to Make A Great City? Re-Opening Neighborhood Recreation Centers like Tindal in Northwest Detroit

Nestle snugly in the northwest side of Detroit, this once vibrant recreational center was the "hub" for young people in and around the City of Detroit. However, it wasn't long before cutbacks, layoffs, and fund reduction forced Tindal to close its doors in 2007 eliminating a safe haven facility that previously taught children the true meaning of teamwork. Tindal Recreation Center located at 10301 W. Seven Mile consist of a multipurpose room, gymnasium, classrooms, and a weight room. UAW-Ford has been so generous to replace the gymnasium floor, lighting and kitchen. However our main problem is the ROOF.

The roof on the building has never been replaced and has now passed it life expectancy. The roof consists of a built up material and it is in two sections, a sloped portions and a flat section. Numerous issues have occurred in the flat section with the perimeter being the worst area where most of the water leaks occur. The ridge perimeter at the top ash split, is showing signs of water penetration, and the membrane around the eave and drains is failing. Over the years, the roof has become worn and is need of a complete tear off and replacement.

In 2015, under an operational agreement for the next fifteen years, Tindal Recreational Center was given to Health Kidz Inc., a youth based sports organization with a successful and pulsation reputation for keeping kids of the streets and teaching them the true meaning of sportsmanship both on and off the court/field/course. Maria Adams-Lawtom the founder & CEO of Health Kidz inc. acquired Tindal from the City of Detroit Parks and Rec Department with one mission in mind, opening the doors to the community and young people who need a safe and productive place to be with physical and mental activity to stimulate overall growth.

During the 9 year period of inactivity of the Tindal Building, time was not on the side of the building as it experienced water damage, resource theft, intrusion, and lack of overall attention. Although the task appears enormous, Maria Adams-Lawton says it's not impossible and those will do what she can while she can, for as long as she can, with whatever resources are donated her way. In a short period of time, she has replaced most of the plumbing, purchase new restroom fixtures, acquire recreational games like pool and ping pong tables, and solicit help for painting and structural repair..... 

However, that is not enough, WE NEED THE COMMUNITY'S HELP!

What Does It Take to Make a Great City? 3D Home Printing

Currently, there are large tracts of land in the City that can support the development of neighborhoods ranging from moderate homes for homeless veterans, all the way to exclusive homes that would rival the ones in Palmer Woods in District 2. 

To help with re-purposing the land, 3D Printer technology may have to be implemented. Using a computer, all someone needs to do is to draw the house on the computer, and once everything is looking good on paper clicks on the OK button. The technology uses basic math with the X, Y, and Z coordinates, connected to a machine with a nozzle at the end.  The pumping mechanism pours the dimensions of the home in layers until completed.  To pour the plumbing, the mixing compound would be changed to make pipe and other parts.

Mixing materials composed from Industrial Hemp byproducts like concrete and other material will be able to create parts for a home like a plastic tube for water and hemp-Crete for sewer pipes. Entire tracts of land would be “reprinted” or, a custom made home printed to specification on a single lot in a neighborhood. We have the talent right here in the City as demonstrated by the 3D Musical Artists Onyx Ashanti (onyx-ashanti.com) who is rooted in the heart of Detroit. Mr. Ashanti is a prime example of the talent in our City of Detroit. An artist that prints his own musical instruments using 3D technology, he has soundly rejected the ideology of some in Corporate America that cannot find the talent in the urban cities, especially the Detroit Public Schools.

 

As long as you are outside the walls of a correctional institution and, have no intentions of going back if you have been there, opportunity is available to learn how to do something to add to the overall quality of life in the city. As long as you have an Android or IPhone and can figure out how to use 50% or more of the features on it, you can be trained to do any job in technology.

All it takes is a mentor and opportunity to contribute to the quality of life, entrepreneurship may be the way to go. You may have to work a few jobs to sustain yourself in the beginning, but when you reach your goal of success (as defined by you) your mind will be at peace.

So if you like to draw, a 3D home design may be a career for you to pursue. Work from anywhere at any time as long as you put in your hours at the agreed rate of pay, you will do fine.

It was an extreme pleasure to see old friends, classmates, neighbors, and the reason that all of us became who we are now. It was good to know that some of us are still alive and well.  To those of my Mustang classmates who are resting in heaven, I was honored to be your friend, teammate and drinking partner.  It has been 40 years graduated from Mumford High School and, to all of you all may the Spirit of Detroit inside you live on.

The Annual 8 Mile reunion on the grounds of an old civil war camp was an extremely awesome event of unity. Old and new neighbors get together and fellowship in the most awesome manner at this location. There are never any acts violence here and it is nothing but love and respect for each other.

It was an extreme pleasure to introduce some of my friends to current Detroit Fire Department employees of Engine 44, with a brand new door. We were glad to see the support from Wayne County Sheriff, Detroit Fire and Police Departments.  They should feel good about covering a District with a strong history and a great future for the children that live there. Everyone knows the Neighborhood Police Officer but very few know the Neighborhood Fire Fighter. Want to give a big shout out to Sheriff Benny Napolean for his support and he is a proud product of Pasteur School.

The Gathering at Peterson Park was a true blessing of the neighborhood again in the Spirit of Detroit. This large city park accommodated three different groups who all played together in harmony.  A Winship Junior High School reunion, a Stop the Violence Rally, and a church group all used the park to fellowship together.  A deputy sheriff from Wayne County came to Stop the Violence and speak about the importance of education and reading.

Most of the prisoners in Wayne County Jails have the same trait in common regarding their reading skills. They are the most repeat offenders and the deputy sheriff did a wonderful job in communicating with the audience about police and community relations. This is another shout out to Wayne County Sheriff Benny Napolean and the employees that work under his command.

Cruisn the D at Palmer Park

The effort to make Woodward South of 8 Mile road a part of a Cruise weekend was a smashing success. The span of Woodward between 8 and Mc Nichols (6 Mile for Native Detroiters) was populated with by the Crusin the “D” event that went around Palmer Park, 7 Mile, Woodward, 8 Mile and back.  This area has its own uniqueness because there are few restaurants and a park with a lot of trees where people parked their cars, stayed cool and watched the other cars go by.  It was a pleasure to welcome cruisers to the area.

Participants at Woodward and Golden Gate drank cool vegan lemonade at the Golden Gate Café and watched the cars go by. Our office wants to send a thank you to Jerry White, Ms. Litita White and LG Graphics for participating in the inaugural classic car show held on the parking lot at Woodward and Golden Gate.  This location is a prime property for watching cruisers, especially the motor bikers go up and down Woodward.

In 2016 a cruise from Campus Martius and Back is very doable. In collaboration with bikers, cruisers, and track clubs, this annual event will morph into an international celebration of the automobile.  Is a Cruise weekend marathon with runners running from 26 miles out to a finish line located at Campus Martius possible? This would have to be done before the Saturday of the event maybe on a Friday morning. Otherwise, the bikers and automobile group can do the cruise from Campus Martius to Pontiac in 2016 with proper time, planning and, support.

2015 Woodward Cruise Success has Inspired Bigger Plans for 2016 from Campus Martius to Pontiac

The Office of Council Member Pro Tem George Cushingberry Jr. wants to send out a big thank you to the shop owners on Woodward and, Mr. Gregory Reed of Crusin the D for organizing and implementing the events in the City of Detroit.  The people of District 2 and, the City very much appreciate Mr. Reed's effort uplift the People in The Spirit of Detroit.  We also want to thank McDonald's in Highland Park and, Mejier’s who’s sponsorship and Super Stores on Grand River Avenue and  8 Mile that have become a smashing success.

We want to thank Businesses like; Vendors LT Graphics & Consulting and, Vegan Golden Gate Café at the intersection of Woodward and Golden Gate that fully participated in the event by having educational sessions on Urban Gardening and what specific plants do for ailments of the body. Cilantro, and Mint Tea that can be grown in your backyard are things that people need to know about. Plants like Industrial Hemp can make products better than  E-85 fuel at a much cheaper price.

Cruise Weekend gave Automobile enthusiasts and Motor Cycle riders a chance to ride up and down Woodward Avenue from Downtown to Pontiac to pay homage and respect to the City and Region that carried the World for a long time.  It was an honor to meet Biker Bob and his Motor Cycle friends who will be teaching me how to ride a Harley Davidson Bike before Fall 2015.  There were a lot of bikers out there also showing the love for Woodward and I may be one of them in 2016. I also want to give my condolences to the people who got their cars stolen north of 8 mile. This would be a time to advocate for review of uniform Statewide Auto Insurance rates for every Michigan resident.

In 2016 we believe that the Cruise should go from Campus Martius to Pontiac, and back.  This Cruise will highlight the progress of the City along Woodward on the M1 rail line,  People driving Automobiles, riding Motor Bikes will ride by places like;  The District Detroit,  Detroit Historical Museum, Ford Model T plant in Highland Park, Palmer Park, Golden Gate Vegan Foods, The NEW Perfecting Church, State Fair Parking lot, and beyond.

In 2016 we want a collaboration of people to use the Old State Fairgrounds Parking Lot on Woodward to view classic cars, party, or even sell used cars on the property. The bottom line is that this event is in the true Spirit of Detroit and, this issue will be brought before the full body of the City Council before the end of the year.  All permits, leases, and other essentials to have Woodward Avenue ready for the 2016 cruise will be put on the table for review.

A YES Vote for Riverside Park is a YES Vote for Detroit

"Mayor Duggan, Detroit City Council and The Moroun family push for peace on the Riverfront".

The vote to accept the land deal with the Morouns is a positive benefit to the Citizens of Detroit and Windsor Canada.  This investment trade off will give the City of Detroit an additional Boat Launch new playing field and a larger area to host neighborhood jazz concerts and other events.  The fishing is awesome at this location and to that effect investment in park infrastructure will increase opportunities for fishermen and fisherwomen.  This vote puts the Department of Natural Resources and the US National Park Service on notice that Detroit is ready to get to work right now instead of later. 

These two governmental agencies have known about the situation at the park for years. Both of them should not have any problem finding old paperwork to create an approval letter.  DNR’s objection to the vote is the kind of butt dragging bureaucracy that City of Detroit is eliminating from its vocabulary through; sound decision making and leadership by Mayor and City Council. The resulting development of the Park will create a new play field for Baseball and Soccer. On certain days, the river is full of people trying to catch fish and this will give the Michigan Department of Natural Resources opportunity to sell more fishing licenses

The Morouns have committed land and resources to make the park a viable park once again without the drama.  While the park issue is being resolved, the entrance ramp to the Bridge from W. Grand Boulevard and the Fisher Service Drive is suffering from poor road sign markings by the Michigan Department of Transportation. (View the Site)

Some of our American Citizens are forced to go across the Ambassador Bridge because they made a turn thinking that they were getting on the freeway.  No American leaving the park should be subjected to a full body strip search by the Canadian Border Security Agency and US Customs Agency for having “contraband” that is otherwise recognized as legal to have. To fix this situation we are strongly urging the Morouns to direct MDOT to place eye level signs at this Entrance with the Canadian Flag emphasizing that a driver will be leaving the Country if they turn, instead of the big green overhead sign that they have now. Some drivers have thought that this overhead sign is a part of the freeway and ignore it. Other driver's GPS units have told them to make a turn here to get on Interstate 75. This is a small fix from the State of Michigan that can easily resolved.

It is now time to get shovels into the ground and start getting to work on improving one of Detroit’s hidden assets on the Riverfront. The leadership of Detroit has clearly stated this is what we want for our citizens. All the Moroun haters out there will be happy once the Gordie Howe International Bridge is finally up and running. While truck traffic will decrease, personal car, bike and walking traffic will increase on the Ambassador Bridge.

Eventually, the old span has to be replaced by a new one. Before that new span is built, the old one has to stay open until the new one is completed. We anticipate that The Morouns will hire local labor because they want to come right to the City of Detroit after all of the conflict.  They have to live here like everyone else and we foresee a peaceful accord will be reached between the dissenters like Attorney Rashida Tilab and supporters like Malik Shabazz.  When this bridge of understanding is reached between the parties, there will be peace, profits, and prosperity on both sides of the Bridge for years to come.

The introduction of House Bill 5977 to stop cities from getting into community benefit agreements is morally reprehensible and irresponsible to the leadership and the Citizens of Detroit. A benefit of a Community Benefits Agreement between the City of Detroit and the Detroit Red Wings would look like this, supporting the Jack Adams / Ice Complex located at the Adams Butzel Recreation Center.   The Detroit Department of Recreation has one of the best public ice skating rinks in the area that exposes Detroit youth to a skill that will give them something to do and keep them healthy.  The Jack Adams Ice Arena Complex has a NHL size rink that is maintained by the City of Detroit.

One of the agreements between the Detroit Red Wings and the City of Detroit is to support activities that would uplift the youth and community. The coaches there are very good and take the time to work with the children on skating skills and learning the game of Hockey.   Currently there are 2 players who are currently in the NHL that came through the program.  Some kids end up playing in college and semi pro because they are that good.

Therefore it is our duty to demand of our leaders in Lansing to stop meddling in affairs that usurps a local City or Townships in Michigan.  You must call and email bomb the Michigan Legislature to voice your displeasure.
