Highland Park and Hamtramck Opting Into State Marijuana Laws

There is an effort currently underway to allow the voting citizens of Highland Park Michigan to allow Marijuana businesses in their community.  A group of concerned citizens is circulating a petition to create an ordinance to regulate the number of businesses within the City limits.  1000 valid signatures from registered voters in Highland Park Michigan are needed to place the issue on the ballot. If enacted by a citizen vote, the ordinance will be implemented to manage the growing Marijuana industry within City limits.

Out of all of the candidates running for State Senate in District 2, George Cushingberry Jr is the only one who is running that has consistently supported citizen efforts by enacting legislation as a Michigan State Representative and a Detroit City Council member.  The Highland Park legislation will be nothing like the restrictive Detroit ordinance and, will voted on by the people instead of a mayor and city council by themselves with no public input.

In other news, the City of Hamtramck Michigan is currently reviewing their legislative policies for opting into state law. From the last public hearing held in early June, city leaders were very receptive to citizens opting into state law. The mayor and city council listened to their citizens speak about the benefits of the Marijuana business in helping to create jobs, and support the quality of life for citizens especially city employees, retirees, and schools.  As of this date, the City of Hamtramck is currently weighing all options.

In my four years in this position, I Richard C. Clement was beat up by the Detroit Media mob on the first day of the job. They dogged me out and taught me well about what time it was. That's ok because I am glad I did not quit. Nor did I get fired and I sincerely thank Mr. Cushingberry for that. Now they are so cool to meet in person and I want to send a shout out and thank you to Alexis Wiley, ML Elrick, Ronnie Dahl, Kevin Detiz, and those other radio and TV people who helped me along the way.

Nolan Finley, you are ok too. I was right in saying that Jones and Cush will lead the push for a smarter and brighter City. Balanced budgets and getting our Schools back under local control will be an absolute plus for the children and the future direction of Detroit.

And on October 1st, Michigan Firefighers will benefit from the proceeds of Medical Marijuana Sales that was signed into law by Gov. Rick Snyder. And I am still advocating for alternative treatment for retired City Employees with PTSD and other symptoms that can be treated with Cannabis. Especially all the retired DPD Officers who are totally stressed out after serving us so proudly.

Otherwise, be an informed voter by using your search engines on your electronic devices on issues that concern you. Then look and search for George Cushingberry Jr. Detroit. What Does Take to Make a Great City? Home Repair and Restoration Training Programs

Councilmember ProTem Cushingberry is pleased to report that 16 homes in District 2 have been selected to participate in the Detroit Neighborhood Repair Program. Beginning in the Fall of 2015 the Detroit Land Bank will sell these homes to the program using an investment of  $30 million dollars into the program from the AFL-CIO Housing Investment Trust Fund. The City of Detroit Housing and Revitilization Department will provide up to $850,000 in start up costs from a special escrow account.

A partnership with the AFL-CIO, Detroit Land Bank, and financial institutions are teaming up to purchase 200 homes in the City of Detroit for restoration and occupation. The target area will be the Bagley Neighborhood in Northwest Detroit.  Then the project will expand to the Grandmont Rosedale neighborhood and other neighborhoods as selected by the program.

The core of a city is its neighborhoods.  Decades of disinvestment and high levels of foreclosures have devastated Detroit's neighborhoods. All neighborhoods are plagued by thousands of vacant and vandalized homes in need of extensive repair.  The net result of these negative actions makes it difficult for potential homeowners to obtain financing.  To reverse this trend, the Detroit Neighborhood Home Repair Program will create a business model with the following:

1.     A sustainable business model to acquire, repair, and finance abandoned homes and properties in the Detroit Land Bank Inventory

2.     Rebuild in three to five years between 250 to 300 abandoned homes using union labor and, employing Detroit residents in the repair program

3.     Securing funding from foundations, governments, and other private sources to bring cutting edge mortgage, finance, home owner counselling and, pre-apprenticeship training into the program.

4.     Create home-ownership opportunities, generate workforce training opportunities, provide union construction jobs and, foster neighborhood stabilization.

Target home buyers are those earning between 80% and 150% Area Median Income (AMI) of $26,325 for the Detroit Metropolitan Statistical Area (MSA) or a program range between $21,060 and $39,488. Incentives will be given to municipal workers including teaches, firefighters, and police, as well as UAW members, and current and former neighborhood residents. This program is an opportunity for anyone who wants a career in skilled trades. Targeted individuals like homeless veterans who need a second chance the opportunity will be made available also.

Statement on the Flint Michigan Water Crisis

We strongly encouraging US Attorney General Loretta Lynch, US Attorney Barbara McQuade, and Attorney General Bill Schuette to intervene on behalf of the Citizens of Flint Michigan with, a court order to immediately switch the water supply back to the Detroit Water and Sewer Department (DWSD). 

This conduct is an extreme threat to the health and quality of life for the citizens, especially the children.  

The switch to pump water from the Flint River is an act of negligence and, will cost the State of Michigan millions in lawsuit settlements for health reasons. Therefore we are strongly encouraging State and Federal officials to investigate, repair the water quality, and prosecute possible wrongdoing on the people of Flint Michigan.

It was an extreme pleasure to see old friends, classmates, neighbors, and the reason that all of us became who we are now. It was good to know that some of us are still alive and well.  To those of my Mustang classmates who are resting in heaven, I was honored to be your friend, teammate and drinking partner.  It has been 40 years graduated from Mumford High School and, to all of you all may the Spirit of Detroit inside you live on.

The Annual 8 Mile reunion on the grounds of an old civil war camp was an extremely awesome event of unity. Old and new neighbors get together and fellowship in the most awesome manner at this location. There are never any acts violence here and it is nothing but love and respect for each other.

It was an extreme pleasure to introduce some of my friends to current Detroit Fire Department employees of Engine 44, with a brand new door. We were glad to see the support from Wayne County Sheriff, Detroit Fire and Police Departments.  They should feel good about covering a District with a strong history and a great future for the children that live there. Everyone knows the Neighborhood Police Officer but very few know the Neighborhood Fire Fighter. Want to give a big shout out to Sheriff Benny Napolean for his support and he is a proud product of Pasteur School.

Stop The Violence

The Gathering at Peterson Park was a true blessing of the neighborhood again in the Spirit of Detroit. This large city park accommodated three different groups who all played together in harmony.  A Winship Junior High School reunion, a Stop the Violence Rally, and a church group all used the park to fellowship together.  A deputy sheriff from Wayne County came to Stop the Violence and speak about the importance of education and reading.

Most of the prisoners in Wayne County Jails have the same trait in common regarding their reading skills. They are the most repeat offenders and the deputy sheriff did a wonderful job in communicating with the audience about police and community relations. This is another shout out to Wayne County Sheriff Benny Napolean and the employees that work under his command.

Cruisn the D at Palmer Park

The effort to make Woodward South of 8 Mile road a part of a Cruise weekend was a smashing success. The span of Woodward between 8 and Mc Nichols (6 Mile for Native Detroiters) was populated with by the Crusin the “D” event that went around Palmer Park, 7 Mile, Woodward, 8 Mile and back.  This area has its own uniqueness because there are few restaurants and a park with a lot of trees where people parked their cars, stayed cool and watched the other cars go by.  It was a pleasure to welcome cruisers to the area.

Participants at Woodward and Golden Gate drank cool vegan lemonade at the Golden Gate Café and watched the cars go by. Our office wants to send a thank you to Jerry White, Ms. Litita White and LG Graphics for participating in the inaugural classic car show held on the parking lot at Woodward and Golden Gate.  This location is a prime property for watching cruisers, especially the motor bikers go up and down Woodward.

In 2016 a cruise from Campus Martius and Back is very doable. In collaboration with bikers, cruisers, and track clubs, this annual event will morph into an international celebration of the automobile.  Is a Cruise weekend marathon with runners running from 26 miles out to a finish line located at Campus Martius possible? This would have to be done before the Saturday of the event maybe on a Friday morning. Otherwise, the bikers and automobile group can do the cruise from Campus Martius to Pontiac in 2016 with proper time, planning and, support.

A YES Vote for Riverside Park is a YES Vote for Detroit

"Mayor Duggan, Detroit City Council and The Moroun family push for peace on the Riverfront".

The vote to accept the land deal with the Morouns is a positive benefit to the Citizens of Detroit and Windsor Canada.  This investment trade off will give the City of Detroit an additional Boat Launch new playing field and a larger area to host neighborhood jazz concerts and other events.  The fishing is awesome at this location and to that effect investment in park infrastructure will increase opportunities for fishermen and fisherwomen.  This vote puts the Department of Natural Resources and the US National Park Service on notice that Detroit is ready to get to work right now instead of later. 

These two governmental agencies have known about the situation at the park for years. Both of them should not have any problem finding old paperwork to create an approval letter.  DNR’s objection to the vote is the kind of butt dragging bureaucracy that City of Detroit is eliminating from its vocabulary through; sound decision making and leadership by Mayor and City Council. The resulting development of the Park will create a new play field for Baseball and Soccer. On certain days, the river is full of people trying to catch fish and this will give the Michigan Department of Natural Resources opportunity to sell more fishing licenses

The Morouns have committed land and resources to make the park a viable park once again without the drama.  While the park issue is being resolved, the entrance ramp to the Bridge from W. Grand Boulevard and the Fisher Service Drive is suffering from poor road sign markings by the Michigan Department of Transportation. (View the Site)

Some of our American Citizens are forced to go across the Ambassador Bridge because they made a turn thinking that they were getting on the freeway.  No American leaving the park should be subjected to a full body strip search by the Canadian Border Security Agency and US Customs Agency for having “contraband” that is otherwise recognized as legal to have. To fix this situation we are strongly urging the Morouns to direct MDOT to place eye level signs at this Entrance with the Canadian Flag emphasizing that a driver will be leaving the Country if they turn, instead of the big green overhead sign that they have now. Some drivers have thought that this overhead sign is a part of the freeway and ignore it. Other driver's GPS units have told them to make a turn here to get on Interstate 75. This is a small fix from the State of Michigan that can easily resolved.

It is now time to get shovels into the ground and start getting to work on improving one of Detroit’s hidden assets on the Riverfront. The leadership of Detroit has clearly stated this is what we want for our citizens. All the Moroun haters out there will be happy once the Gordie Howe International Bridge is finally up and running. While truck traffic will decrease, personal car, bike and walking traffic will increase on the Ambassador Bridge.

Eventually, the old span has to be replaced by a new one. Before that new span is built, the old one has to stay open until the new one is completed. We anticipate that The Morouns will hire local labor because they want to come right to the City of Detroit after all of the conflict.  They have to live here like everyone else and we foresee a peaceful accord will be reached between the dissenters like Attorney Rashida Tilab and supporters like Malik Shabazz.  When this bridge of understanding is reached between the parties, there will be peace, profits, and prosperity on both sides of the Bridge for years to come.

Solutions to Water Operating Expenses and Rates - Public Meeting July 7 & 8 2015 - City Hall

Meetings regarding Detroit's water rates will be held on July 8^th and 9^th at the Coleman A. Young Municipal Center on the 13^th floor.   Time will be 2pm Wednesday and TBA on Thursday. While addressing the budget shortfall regarding the water rates, other alternatives and construction projects needed that will improve the public good will be discussed. Suggestions like turning liquid waste water into drinking water and creating fertilizer from solid waste products are some ideas that will offset the expenses of providing clean water. Cities in Michigan like Lansing Michigan has a sewer/rain water separation project that has cleaned up the environment. (Lansing Michigan CSO sewage separation project)

Examples are Cities like Milwaukee Wisconsin that create a  fertilizer project by the name of Milogranite (Wiki Definition)  that they sell at the local Home Depot,  and other hardware stores.

If we can have water filtration systems in the Space Station for Astronauts, we can use this same technology in Detroit.  There is a company in Israel that has a process of converting water from air (click here to see water from air).  Otherwise, they convert their liquid waste into water because they live in a desert that is not near a fresh water source like the Great Lakes. (click here to see water created from waste) The Great Lakes has 40% of the worlds fresh water and people in Texas and California would love to build a pipeline to Michigan to use it.

Water is an issue so much that the old Johnson Recreation Center in Detroit MI has to be rebuilt because of the 1950’s plumbing inside of it that cost the City of Detroit one million dollars a month to operate.

Transportation Magic on 8 Mile and Woodward creating a new neighborhood in Detroit

By clicking on this link, you will have a documented plan for the old Michigan State Fairgrounds from the Land Bank Authority.  This presentation will give you the actual 411 for the 157 acre location in Northwest Detroit. I along with the rest of my council members want you to have the actual plan for your records. The Magic Plus LLC group is strongly committed to hiring, training, and educating Detroit residents and like-minded citizens to improve the quality of life in our city. Councilmember Cushingberry is working with State and Federal agencies to construct a new AMTRAK station as an addition to the Magic Plus effort to redevelop the land.  

Future plans include the extension of the M1 rail line to 8 mile road and, construction of an east and west connection with the development of a M102 rail line going all the way from Lake St. Clair and points west to Livonia, Novi, and Wixom. It is high time for a regional rail system and places like the State Fair property and the old Northland Shopping center will make great hubs for regional transportation. This project will create 3 to 4 times more jobs than the current Meijer/Gateway project and, bring untold revenue to the County and City. Whereas we do not support the META group’s plan for the fairgrounds because it is rife with duplication of the Magic Plus group and does not serve the best interest of the City. 

Mayor Coleman Young always felt that the best thing for the City is working at a well-paying job with the City Services to match. Now that City employees and retirees can purchase property at %50 less than others, we want to encourage the re-investment by carrying it forward. Group purchase of homes on a block and people in them working in our Schools, Firehouses, and Police Precincts will contribute to the renaissance of Detroit.

Rapid Transit on Grand River and Gratiot will enhance the region’s growth and two bridges on the Detroit River will only add to the mix. Suggesting that a passenger light rail track be built on the old or new Ambassador Bridge may be a peace offering to settle the dispute with Mr. Maroun and everyone. Connection with DDOT and, VIA is a strong possibility if the details can be worked out. In the end it is time to stop bickering and start putting shovels in the ground to create jobs and prosperity for everyone to get the job done.

Pushing with Pro-Tem Cush to upgrade Detroit Fire Department’s Technology.

                The Detroit City Council has approved a two year budget for the Detroit Fire Department that includes adding additional Emergency Medical Technician personnel and use of Global Positioning Software and Google Earth. DFD/EMS units will also have the ability to closely monitor runs to spot abusers or frequent flyers who use the EMS services for non-emergencies.  Calls are already being ranked by priority codes when someone calls in.  When the EMS unit arrives, the run is given a code and, a priority ranking system will determine if this caller’s address is in fact a frequent flyer.  Repeat offenders can be identified fairly quickly so that other agencies can provide the long term help these people need.

To cut down response time, the department has hired 66 new Emergency Medical Technicians (EMT) in 2014 with another 34 graduating on January 23^rd, 11:30am at the Detroit Public Safety Building.   DFD/EMS has acquired 15 new ambulances and have up to 12 Private Ambulance Providers that provide additional service during peak times of 1:00pm to 1:00am on call. An additional communications channel has been added to allow dispatch to communicate much better than before.

This two year budget allows for new ROMEO non-transport Rapid Response Units that are staffed by EMT’s. These units provide onsite medical service to someone until a transport unit arrives.  The color of these units are RED and they look like a small pickup truck. These units are so versatile that some of them are based at Detroit Police Precincts.  The last item of importance is the cross training of Firefighters as Medical First Responders that can give First Aid until an EMS transport unit arrives to take the person to a hospital.

With the new changes and funding the Detroit Fire Department EMS Units will be able to reduce response times and provide better services to the citizens of the City of Detroit.

The introduction of House Bill 5977 to stop cities from getting into community benefit agreements is morally reprehensible and irresponsible to the leadership and the Citizens of Detroit. A benefit of a Community Benefits Agreement between the City of Detroit and the Detroit Red Wings would look like this, supporting the Jack Adams / Ice Complex located at the Adams Butzel Recreation Center.   The Detroit Department of Recreation has one of the best public ice skating rinks in the area that exposes Detroit youth to a skill that will give them something to do and keep them healthy.  The Jack Adams Ice Arena Complex has a NHL size rink that is maintained by the City of Detroit.  

Skating Lessons for Youth

One of the agreements between the Detroit Red Wings and the City of Detroit is to support activities that would uplift the youth and community. The coaches there are very good and take the time to work with the children on skating skills and learning the game of Hockey.   Currently there are 2 players who are currently in the NHL that came through the program.  Some kids end up playing in college and semi pro because they are that good.

Therefore it is our duty to demand of our leaders in Lansing to stop meddling in affairs that usurps a local City or Townships in Michigan.  You must call and email bomb the Michigan Legislature to voice your displeasure.
