Taking back our neighborhood one home at a time with the help of our friends in the AFL-CIO has been put into an action plan in the City of Detroit. Decades of disinvestment and foreclosures have devastated Detroit’s neighborhoods. Thousands of vacant homes need extensive repair. The widespread blight and abandonment results in extremely low appraisal values making it difficult for potential homeowners to obtain financing for a home. We appreciate the assistance from David A. Eubanks Assistant Investment Officer with the Housing Investment Trust Division of the AFL-CIO (Website www.aflcio-hit.com) . Together with Councilmember Pro-Tem Cushingberry a plan was developed for the District for homes that can be saved and restored.

To stabilize the neighborhoods, the AFL-CIO has developed a strategy to identify homes that can be saved. 

1. Repairing multiple homes concurrently
2. Use skilled and approved union contractors
3. Attract private capital 
4. Target blocks and tracts of land within a neighborhood
5. Guarantee the work and,
6. Employ Local residents

Council member Pro-Tem George Cushingberry Jr. and AFL-CIO leadership has identified areas in the district as a pilot so that union labor and their apprentice programs will create a job for anyone who wants one. Creating home ownership opportunities involves creating a structure so that homeowners can afford to stay in the homes. Jobs to maintain a quality of life are a priority and each one can teach one until an entire community is rebuilt for a legacy to leave behind for future generations to grow from.

The Cost of Reopening Johnson Center - Starting from Ground Zero to Completion by 2018

Johnson Recreation Center was built in the 1950’s on the corner of Cherrylawn and Chippewa in Detroit Michigan. The Center sits on Joe Louis Park that is maintained by the City of Detroit General Services Division. This historical structure was the only place that allowed African Americans to swim in the City of Detroit.  This was an outdoor pool that was easily accessible to citizens in Northwest Detroit and Southern Oakland County.  (Click Here for Park History). The pool was modified by building new construction around the current structure. Now citizens in the neighborhood are restless as this once great and historical structure sits empty and being used for a storage dump.

Bringing Johnson Center online in its current condition will cost $750,000 and the same amount per month to maintain. This is because of the plumbing and other code violations that are now out of compliance with today’s building code and energy saving standards.

To demolish the old center will cost $250,000 and, the proposed new center will have an 8 lane pool and diving board.  Improvements like energy efficient, tank-less water heaters, motion sensors attached to lights and, self-generating power with solar cells with lower monthly operational costs. This plan includes an 8 lane Olympic sized pool with 3 and 10 meter diving boards at a cost of $180 per square foot. Additionally a new Gym will contain rooms for boxing, arts, and community meetings.

This project will help to restore our neighborhood instead of Downtown/Midtown Detroit.

The procedure of demolishing the old and rebuilding the new will result in lower monthly maintenance costs that over time cost much less to maintain. To finance this project Councilmember Pro-Tem George Cushingberry Jr. is recommending that we approach the Department of Housing and Urban Development for up to $20 million in funding and, seek grants from philanthropic organizations.  Johnson Center may be eligible for historic status by the City and, that will give us access to more money for the project.

By signing this petition you are putting your elected officials on notice that we want something done and we want results now.  According to Dwight Smith, President of the 8 Mile Old Timers Association, they have over 1700+ signatures now and we are using this list to show how much support is in the surrounding neighborhood for the center.

Feel free to voice your concerns to my fellow City Council Members and Mayor Mike Duggan. We want you to contact your State Senator Ian Conyers, State Representatives LeslieLove, Laytonya Garrett, and Wendell Byrd in Lansing MI to get on board with the program. We feel that the best way to start taking back our neighborhoods is, through the re-establishment of the neighborhood rec-centers because, there is never enough money to invest in our children.

Pro-Tem Cush Supports Rainbow PUSH Jobs Opportunity Fair at the Northwest Activities Center on May 13, 2016

Mayor Mike Duggan and Rev Jesse Jackson along with Detroit’s faith based community will hosting a Job Opportunity Fair May 13^th, at the Northwest Activities Center on 18100 Meyers Road from 1 to 4 pm. The purpose of this event is to increase the number of minority owned firms participation in City of Detroit home demolition contracts.  

The City has received $130 million through its Hardest Hit Fund to take down blighted structures in the neighborhood and, was pleased to find out that an additional $41.9 million for additional demolition. By participating in this fair, prospective contractors are encouraged to get certified with the City and, network with and others who have the equipment, licensing and bidding information to connect them with other companies who are in the demolition business.

Message to Detroit Marijuana Business Owners for April 1st, 2016 and Beyond.

                The City of Detroit’s Medical Marijuana Ordinance goes into effect April 1^st, 2016. If you are interested in owning a Marijuana based property in the city we strongly encourage you to apply ASAP by April 1^st,  2016 (click here to apply for a marijuana license today!) on the City of Detroit Website. Make sure to upload site plans and if you do not have them, make sure you apply anyway to preserve your right to appeal or sue in a court of law.

If you are open after this date, you can remain open until you get a Court Order from 36^th District Court, from a Court Bailiff, signed by a Judge, compelling you to cease and desist operations. At that time your legal counsel will file an objection and go to court to prove you are not a public nuisance. The possession of medible Marijuana in Wayne County Michigan will not be prosecuted by any employee of the Wayne County Prosecutors Office under the excellent leadership of Ms. Kym Worthy who has limited resources and  overworked staff.

A team from Building Safety Engineering (BSEED), Detroit Police Department, and Fire Department will inspect your property to determine the eligibility of your location. If you feel that these ordinances do not meet your needs, or you feel that this ordinance was written to benefit a few select owners, you are strongly encouraged to write one on your own. 

You should work with organizations that have Detroit residents’ interests at heart and, are determined to make the marijuana business a viable business option for persons who are interested in pursuing a career in the growing Marijuana Industry.

Ending the War on Pot in the City of Detroit with Democracy at the Ballot Box - Protecting the Right to Vote by Referendum

On Thursday December 17, 2015 at 1:15pm, the Detroit City Council will be voting to implement changes in Ordinance number #61 that will eliminate up to 95% of the Marijuana Dispensary businesses in the City of Detroit.  The reasons for their removal is that a number of community groups and Church pastors say that these places are illegal according to the State of Michigan.  This is the same State of Michigan that poisoned the water in Flint Michigan, committed Voter Fraud by re-establishing the Emergency Manager by making it referendum proof, and decimated public education with under-performing academies and a bunch of MBA’s running the education system instead of educators.

Another reason for the “swift passage” of this ordinance is that a sitting City Council-member has been promised a financial interest in a marijuana facility if this ordinance passed as written. The Council-member will get a 10% stake in a facility called “The Reef”.  A direct quote from the article states the following:

“I was there, and I can personally attest to the fact that Terrence Mansour is working on a deal to give a Detroit city council member and their significant other a 10 percent cut of the action from his dispensary to pass these new rules,” Brikho said. “It’s a pay-to-play system that is being created by these dirty, corrupt bureaucrats and the fat cats like Mansour who own them. This is a heist that is taking place. It’s criminal.”

After the national embarrassment of indictments, convictions, and issues of public trust, the only honorable thing to do is let the Citizens of Detroit vote on the ordinance in the general election in November 2016 through the referendum process. Council-member Pro Tem George Cushingberry Jr. believes that the Citizen Electors of the City of Detroit should be making that decision to restore trust and integrity in Detroit and it's elected officials.

Objections to ordinance

1. Unreasonable Hours of Operation. Forcing businesses to close at 8pm based on unsupported data may be un-constitutional and may be challenged in a court of law.
2. Unreasonable excuses to prevent consumption onsite of Marijuana after purchase or growing. If onsite consumption is allowed for Hookah Bars, Micro Breweries, and Cigar Bars, there is no excuse to prevent onsite consumption of marijuana on private property with the permission of the owner. Prosecuting these types of “crimes” is a waste of law enforcement, and legal resources of the City of Detroit.
3. Removal of Drive through businesses based on unsubstantiated data and the faulty theory of the late Harry Ainslinger 1^st Director of the US Drug Enforcement Agency(DEA)     
4. Arbitrary and capricious zoning distances for MMJ businesses and neighborhoods that will Zone 90% of all marijuana businesses out of business while liquor stores and churches are allowed to cluster with no extra requirements. 
5. Prohibiting Waivers for Marijuana Businesses

Solutions:

1. 24hr operations with a special permit license
2. Removal of onsite consumption restrictions from the ordinance
3. Special Permit to operate a Drive through. These places should be zoned like a bank or drugstore like CVS, Walgreens, etc.
4. Allow a special use permit for cultivation in commercial areas. 
1. B4 industry, square footage
5. 1000 Feet from a school under the US Drug Free Zone laws
6. Community Benefit Agreement with the Marijuana facilities promising to hire Detroit residents, and help keep up the neighborhood adding to the uplift of the quality of life for residents. Including allowing business owners to select a school and perform 20 hrs. community service.

A ballot initiative to replace this zoning ordinance will give Detroit citizens a perfect opportunity to conduct business as long as they are being good citizens. Currently there are an untold number of Hair Salons, Liquor Stores, and churches that are right next to each other. Some pastors welcome the new business as it has been treated as a blight remover and employer.

The work being performed by these Marijuana business owners on their property rivals HGTV and it is something that should be honored because it raised the value of the property. For people who say that these businesses are “dumping” on Detroit, look at what they are dumping. Some of the revenue from these places could be used to fix public education and fund school districts like Highland Park Michigan, Inkster, and Detroit Public Schools for example.

Medical Marijuana has been the best blessing the City has ever had because lots of investors in state and out of state are headed to Detroit and Michigan to find property. Empty building that were not being used are being re-purposed and paying property taxes to the City, unlike Churches that are open and/or under construction unopened.

People, we need your support for letting the people vote on this issue.  We strongly encourage owners and supporters to contact Detroit City council-members (click here) and let them know how you feel about it.

The citizens of Detroit have too much sense and wisdom to be bought off from special interest groups, and un-informed clergy members who are stuck in the draconian era of 1939 of prohibition and don’t take the time to read. We are issuing an open challenge to Pastor Marvin Winans to visit one of these esteemed facilities right next to his church at Miles Green Acers on Woodward and 7 mile next to the Doughnut shop.  We will make sure that no one bites him and we hope that he and his pastor friends visit the ones on Woodward Avenue.  

We want the law to respect the will of the people instead of one person on the church steeple. We are a democracy not a theocracy!

By clicking on this link, you will have a documented plan for the old Michigan State Fairgrounds from the Land Bank Authority.  This presentation will give you the actual 411 for the 157 acre location in Northwest Detroit. I along with the rest of my council members want you to have the actual plan for your records. The Magic Plus LLC group is strongly committed to hiring, training, and educating Detroit residents and like-minded citizens to improve the quality of life in our city. Councilmember Cushingberry is working with State and Federal agencies to construct a new AMTRAK station as an addition to the Magic Plus effort to redevelop the land.  

Future plans include the extension of the M1 rail line to 8 mile road and, construction of an east and west connection with the development of a M102 rail line going all the way from Lake St. Clair and points west to Livonia, Novi, and Wixom. It is high time for a regional rail system and places like the State Fair property and the old Northland Shopping center will make great hubs for regional transportation. This project will create 3 to 4 times more jobs than the current Meijer/Gateway project and, bring untold revenue to the County and City. Whereas we do not support the META group’s plan for the fairgrounds because it is rife with duplication of the Magic Plus group and does not serve the best interest of the City. 

Mayor Coleman Young always felt that the best thing for the City is working at a well-paying job with the City Services to match. Now that City employees and retirees can purchase property at %50 less than others, we want to encourage the re-investment by carrying it forward. Group purchase of homes on a block and people in them working in our Schools, Firehouses, and Police Precincts will contribute to the renaissance of Detroit.

Rapid Transit on Grand River and Gratiot will enhance the region’s growth and two bridges on the Detroit River will only add to the mix. Suggesting that a passenger light rail track be built on the old or new Ambassador Bridge may be a peace offering to settle the dispute with Mr. Maroun and everyone. Connection with DDOT and, VIA is a strong possibility if the details can be worked out. In the end it is time to stop bickering and start putting shovels in the ground to create jobs and prosperity for everyone to get the job done.

Citizens in Detroit deserve better roads. There are no good excuses for this type of shoddy cement work on our streets. During a recent inspection of streets in Detroit, I drove by the location of the DavidsonFreeway and Oakland Boulevard and found massive benign neglect. The service drive is the ultimate horror story of roads of Michigan.  There are holes so deep that you can see the rods in the street.   Watching the faces of the drivers coming through this stretch is a lesson on lip reading.  Under the sign  with a picture of  esteemed Pastor Marvin Winans, Automobile damage is a foregone conclusion. This is a State of Michigan/City of Detroit road and, if you do have a claim for damage to your automobile, download this form from MDOT(Click Here) and file your claim.

This area is a candidate for the worst streets in Michigan. In addition to that, the sign arrangement at Oakland giving you a choice of going to I-75, Davidson Freeway East(M-8) or, Dequindre Street is an embarrassment and very confusing, after you dodge the potholes. If you want to get this fixed then file your complaint with the Michigan Department of Transportation’s report a pothole program.
