Marijuana Provisioning Centers and Industrial Hemp progress for 2015 in the 2014 Lame Duck Session.

The possible adoption into law of House Bills 427151045439, and 5440 will create green jobs in the State of Michigan with Medical Marijuana and Industrial Hemp. House Bills 4271 and 5104 to authorize Provisioning Centers and Safe Testing Facilities for Medical Marijuana in the State of Michigan will create jobs and revenue for cash starved cities.  These bills have sparked an effort by the Detroit City Council led by Council member James Tate, Detroit Legislative Policy Division and, Building Safety and Engineering to develop a city ordinance to address the growth and management of these places of business.   

We are hoping that fees are reasonable for these licenses and that people are safe in these places of business.  Just like any other business, code compliance with the Detroit Fire Marshall regarding exits and extinguishers are a must.  For places that have growing operations the city wants the electricity to be code compliant, meaning that there will be opportunities for electricians to keep places safe from burning down because of an electrical fire.

Concerns for law enforcement are a valid government id and keeping the peace therefore, the long delayed picture on the Medical Marijuana card must be addressed in Lansing. People who have Facebook and Twitter accounts and; have a Michigan Drivers License cannot use the excuse that a picture on a card gives Government too much information.

We also would appreciate that opportunities will be diverse and include people of all racial, ethnic, gender, and other backgrounds to have an equal chance to participate in the business end instead of being a statistic in the legal system. 

Educational Opportunities
Schools that participate in agriculture education would be encouraged to thrive in Michigan. Science, Technology, Engineering and Math are skills that can be developed by investing in growing and manufacturing projects.


Grow in Detroit!
House Bills 5439 and 5440 will authorize agriculture resources to grow and manufacture products from Industrial Hemp which is the male cannabis plant. The male plant is a non-intoxicant version of the Marijuana plant. Michigan farmers and agriculture concerns will be able to grow this plant for products like paper, fuel, auto body parts and many other things. When prosperity from green jobs takes effect, it will be because of people like Everett Swift of the Michigan Industrial Hemp Education and Marketing Project, www.mihemp.org, and Stephen Sharpe, esteemed board member of the Michigan Chapter of the National Organization for the Reform of Marijuana laws www.minorml.org. These two men are responsible for working with Michigan’s agricultural community to make Industrial Hemp use a reality in Michigan.

In order to get these bills enacted we must pass our differences across party lines. From now until next Friday, you must call and email bomb the Michigan Legislature at www.house.mi.gov about passing these bills to Gov. Rick Snyder for his signature into law.

Break Every Chain: Marc Emery's shackled ride through the Detroit/Windsor Tunnel on the way to Freedom and the Right to Vote

Marc Emery returned home to his wife and Canada a free man on Tuesday, August 12, 2014 @ 4:20pm EDT after serving 5 years in a US Federal Prison for selling seeds. Dressed in a T-Shirt, Shorts and, a brand new pair of Nike gym shoes, Marc was flown in shackles and chains from Louisiana to Minnesota and dropped off in Toledo where he was driven to the Detroit/Windsor tunnel.  At the Canadian border the chains and shackles were removed and, he was released to his wife at the Windsor Police Station to a cheering crowd of supporters.

He was met at the Windsor Police Station by his wife Jodie and a crowd of international supporters with some of the best BC Bud you could get your lips on. Marc Emery gave a 1 hour interview to the press and the people regarding his time in the USA.  He was VERY complimentary of the United States and the progress made in decriminalizing Marijuana and stated the USA is farther ahead than Canada and that Canadian youth must participate in the upcoming election in 2015.  Canadian Prime Minister Stephen Harper is about where George Bush was and, Michigan Attorney General Bill Schuette is on Freeing the Weed.

Marc’s message was very clear regarding the importance of participating in the political process by voting. He quoted Martin Luther King and is well read on the struggles of Malcolm X and the Civil Rights movement. He spent time in Mississippi with prisoners who were sympathetic to his plight and received thousands of letters supporting him from American citizens who are tired of being victims of a losing war on drugs. He was very adamant and insisted that voting is VERY important if people want true change in their communities.Currently, Marc is banned forever to return to the United States of America because of his “conviction”.  Marc made the point clear by inferring that “By voting and participating in the political process, laws will be changed so that employees of the people like President Obama, Gov. Snyder, Mayor Duggan and, other elected officials can sign laws and ordinances to remove prohibition on people like Marc Emery, Adam Brook and, Ryan Bashore so that they can travel to different countries without fear because of their political beliefs.”

Marc and Jodie emery are planning a 30 day tour through Canada to start the removal process of current Prime Minister Stephen Harper by registering and taking people to vote by 2015. In America, the current crop of Presidential Candidates for 2016 are totally weak when it comes to Marijuana decriminalization.  There is an election in Michigan on November 5, 2014 at 7am EDT with early voting starting two weeks prior to that date.  Voting Locations at Wayne County Community College East and West Campus have free parking whereas Election Central on Grand Boulevard is closer for people who are driving around downtown/midtown.

A Detroit City Council 90 Day Progress Report, On a Mission of Positive Transition.

Detroit City Airport hosting a regional Air Carrier and upgrade of the facility within 2 years is on the agenda of the Detroit City Council.  With Federal Aviation Administration support, City Airport will be upgraded with longer runways and a people friendly terminal. Airport property is located in the 3rd District and Councilman Scott Benson's Office will be the point office for project.  With the airport’s strategic location near Downtown Detroit and neighboring suburbs, people who live in Gross Pointe will not have to drive so far to Metropolitan Airport.  City airport will serve the people similar to Midway Airport in Downtown Chicago.

The Council and the Mayor are making plans with the Obama Administration to make this a reality before he leaves office in 2016.  The recent interest in the Tuskegee Airmen and their heroic efforts in the service to their country will honor their memory so that our children never forget their sacrifice.  This is a project that will more that prove the cohesive working relationship by the council-members. When the elected leadership of the City of Detroit gets their full opportunity to govern as voted upon, you will witness a sea change in policy. On October 1st, the Detroit Police Department will be under control of the Mayor and the Council by law.  Kevin Orr will be flying back to Washington DC and, will only come to visit when the Washington Redskins football team comes to Detroit to play the Lions.

Within 90 days of taking office, the City Council and Mayor have:
1.       Agreed to reopen closed Recreation Centers in Northwest Detroit.
2.       Appointed board members in areas like the Board of Review
3.       Turned on over 500 lights a week
4.       Improved the communication through the use of technology

Citizens who live in the districts now have a district manager who is responsible for their needs. These positions are created by law via City Ordinance. Mayor Duggan and Council President Jones have provided the new leadership and dynamic change that residents demanded.   Jobs are coming back to the City because we are looking for a few good men and women to replace the aging workforce.

Municipal monitoring of provisioning centers and testing facilities for Medical Marijuana patients will put a quick and fast end to the smash and grab raids being performed by law enforcement resources of the City, County and State.  With an election coming up in August and November, the citizens of Detroit will be able to have a legitimate say in the future of our City.  You must show up with your ballot in 2014 or, let others continue enforce the current climate of operation. City Council is always open to listen to their constituents and, do not hesitate to contact your City Government if you need to because there is and, never will be an attempt to hide City Business from the residents.

Michigan Legislators seek to water down the Michigan Medical Marijuana law by proposing costly and dangerous changes to the language.

On Feb. 23 a scheduled hearing in Room 519 of the House Office Building headed by Reps. Ken Horn, R-Frankenmuth, and Phil Cavanaugh, D-Redford Township. The meeting will focus on the bipartisan work on Michigan’s Medical Marijuana law.  This will include a presentation by the group to address the proposed changes.

The result of this meeting has generated four bills if enacted into a law, will increase the prison population,  bog down law enforcement resources and, add needless regulation to undermine the wishes of the people.    This meeting will attempt to address the horrendous backlog of 6 months to one year for processing applicants to the program.  Currently caregivers have to wait one year to receive a card in the mail.  New and renewal applicants have to wait up to 7 months for their physical card to arrive in the mail.

The only explanation for this is insubordination by the Department of Licensing and Regulation management in timely processing of applications and the acquisition of resources to properly address the demand.   This program has been existence for over 3 years and as of this date, the turnaround time is getting longer by the week with no relief in sight.  Instead of serving the public as required, these employees are serving themselves through substandard use of technology and ambivalence toward the participants in the program.   If the Department of Treasury can process mailed in tax forms (Schedule 1040, Tax Credits, etc.) in 6 weeks, then the Michigan Medical Marijuana program can do better with just 3 forms to process. We have documented proof to show that a caregiver got his physical card one year to the day they applied for it. The card was expired when it arrived to the caregiver in the mail.  

House Bill 4834 is a measure requiring photo ID for registered patients and limited access by law enforcement to the medical marihuana registry; (Click Here for a full copy of the bill)

 A solution to this problem is to amend House Bill 4834 to require a timely turnaround of a maximum 20 days for a card to be in the possession of an applicant as mandated by law.  Information sharing shall be monitored by the Auditor General to insure that the Department of State Police does not receive medical information but, just enough information to say that the card is valid or not.

House Bill 4851 is a piece of legislation requiring a bona fide doctor-patient relationship to end the current practice of doctors certifying patients without even seeing the patients in person. (Click Here for a full copy of this bill)

On the surface House Bill 4851 looks legit until you compare internet use by other licensed professionals such as Judges in Ingham County and 54-A district court in Lansing.  If 54-A District Court Judge Hugh Clarke can sit at the bench with a cup of coffee, watch prisoners on TV, and send people to jail, then the internet doctors shall be afforded the same protection under the law.   Doctors have medical records online already so this is just a matter of using common sense.


House Bill 4853 is a piece of legislation amending sentencing guidelines consistent with the MMMA. (Click Here for a full copy of 4853)

By far House Bill 4853 is the most outrageous and dangerous bill ever conceived by the Michigan Legislature.  If this bill is enacted into law, the simple act of handing a marihuana cigarette to another person that is also a patient will earn up to 2 years in prison with a felony conviction.  This will guarantee an immediate rise in the number of citizens incarcerated in the Michigan prison system with the increased cost to go with it. Send an email to Rep. John Walsh and Rep. Phil Cavanaugh and tell them to remove all references to Marihuana in this bill.

House Bill 4856 a bill that is an attempt to circumvent the current Michigan Medical Marijuana law by defining the "appropriate" transport of medical marihuana. (Click here for a full reading of bill 4856)
House Bill 4856 and the word clarification shall not be used in the same sentence. If this bill becomes law a patient would have to carry their medicine in a lock-box in the trunk of the car just like their pistol.  A violation of this law will earn you a 90+ day in jail sentence, $100 fine and a misdemeanor conviction. Despite the implications of impairment under the influence of Marijuana, there are NO current studies and factual evidence that can compare the degree of impairment based on the amount of Marijuana in a person’s system.  Groups like Myth Busters often run with their heads tucked between their tails when a test of this magnitude was suggested.   A legitimate study sponsored and supported by organizations such as NORML, Marijuana Policy Project (MPP), and others will put this myth to rest. 

We the people hired these politicians with our vote and we can fire them with our vote also.  Doing a recall drive is a strong message to let your elected official know that if you continue to disregard the bi-partisan majority of Michigan voters now, you will pay for it in August and September.  Please be aware that all 83 county prosecutors and county sheriffs are up for re-election in the fall.  Furthermore the redrawing of political maps has subjected these same individuals to the pitfalls/benefits of redistricting.  If you support the Michigan Medical Marijuana law then you should do the following:

1.      Find out who is running for the new districts in the August primaries and the November general election. 

2.      Contact via email and phone State Representative John Walsh (R-Livonia) and Phil Cavanaugh (D-Redford Township) and let them know that you are a constituent that supports Marijuana reform in Michigan and tell them to vote no on House Bills 4851, 4853, and 4856.   Vote to amend House Bill 4834 to address the one year backlog by the Department of Licensing and Regulation in the processing of applications to the Michigan Medical Marihuana program.

3.      Inform your county prosecutor and county sheriff that you will vote for their removal in November if any of these bills becomes law.

Your voice needs to be heard loud and clear in Lansing and the time is now.  Make sure to sign the petition to repeal prohibition at a location near you.  Please refer to the website www.repealtoday.org  to get a location to sign a petition to repeal prohibition.  Time is of the essence and it is time to make your stand.  We are the %63 percent and it is time to represent.  Vote green in 2012 for pro-cannabis candidates in August and November.

Michigan’s Medical Marijuana Law under attack from the insurance industry and pharmaceuticals with assistance from Sen. Jones and AG Schuette.

On the legislative front, a series of new bills has been introduced to eliminate Michigan Medical Marijuana law.  If any of these bills become law, the result would be an increase in the number of Michigan citizens subject to arrest by law enforcement and asset forfeiture.  The rationale behind these bills is to benefit the insurance companies and pharmaceutical industry.  One of the most outrageous bills, (Senate Bill 418 of 2011) would effectively invalidate the law by adding one complete paragraph to make the entire law null and void.   The next bill (House Bill 4850) would result in a misdemeanor and a 93 day stretch in jail for passing any amount of medicine to another lawful medical marijuana patient.
Senate Bill 0321 would benefit the insurance industry by allowing a insurance company to deny claims if you test positive for Marijuana.   Senate Bill 506 would increase the amount of paperwork that doctors are required to keep for processing a medical marijuana application.  This bill would increase the cost to participants in the program because, a person would be required to get various second opinions from additional doctors.




The companion pair of bills (Senate Bill 17 and House Bill 4397) is a violation of the US Constitution because they effectively ban the formation, organization, and management of organizations based on marijuana.  Compassion clubs, bars, social gatherings like Hash Bash, Hemp Fest, expos, and conventions that support Marijuana would be deemed an illegal gathering by the State of Michigan.  Participants would be charged with misdemeanors and face up to 93 days in jail and cost of court

 The Department of Corrections and County Sheriffs would immensely benefit from House Bills 4363 and Senate Bill 505.  These bills will allow Judges and prosecutors to place tethers on citizens and monitor their every move based on the use of Marijuana.  And speaking of drugs in school, House bill 4661 and Senate Bill 0504 are job killing bills that would make owners move their place of business 1000 feet away from a school,  church, or day care center.   The reality of the situation is that school districts are the biggest bunch of drug pushers when it comes to children.  Due to poor upbringing by their parents and legitimate learning disabilities, kids are given drugs at a words notice and agreement with the Childs parents.   Many unnamed teachers and counselors would recommend that some of those children eat an edible brownie as opposed to take some of the big pharmacy drugs they receive now.  Attorney General Schuette says he is protecting the kids. This is laughable when you ask the teacher in the classroom and the social workers how many of their kids take anti-psychotic drugs before they come to class. 


Senate Bill 377 can be amended to reduce the 120 day backlog to less than 20 days as required by law by redirecting resources to improve the information flow, including online registration.  While hating on California, their Medical Marijuana program processes applications in 7 days and, has online verification of their cards(click here).  Michigan currently has excuses like the lack of talent to do the job or some other reason to allow the 880+ applications per day to just pile up.

               The driving force behind all of  these bills are Attorney General Bill Schuette, a host of Republicans,  one Democrat (Mark Meadows – East Lansing), and Senator Rick Jones (R-Grand Ledge).   The ultimate goal is to have the State of Michigan and big business grow ALL the marijuana and finance it with asset forfeitures and increased incarceration rates.  The get the Government off the backs of the people crowd now want to have State Employees or Wal-Mart authorized to grow, cultivate, and sell Marijuana.  Incidents in the counties of Midland, Oakland, and Eaton are an example of how the new world would look if they are successful. For “marijuana crimes” convicted criminals will be required to take AA classes, pay for drug testing at $25.00 a pop, attend substance abuse counseling, pay outrageous fines, and lose property in a police auction.

A person with a felony would be banned for life for being a caregiver and forever have another barrier put upon them if they are truly trying to turn it around.  In Oakland County, a 70 year old woman must submit weekly pee drops after being convicted of cultivating marijuana in a private establishment. In the process of this raid where Oakland County deputies used false documents to gain entry, the woman’s 70+ year old husband died.

At a gathering of Mumford High School alumni members, the recall Rick Snyder petition was being appropriately signed and became a hot item.  I ran into the school health center facilitator at the gathering passing out literature that is normally kept in the office.  It was from the National Resource Center regarding the dangers of marijuana. Protecting the kids is quit feeding them B.S. and to make sure that they are making their assignments are completed on time. If they are not on time then we have to look at correcting the problem to help the young person be a better person. Looking at the progress on the rebuilding on the new Mumford High School the community will not allow a racist Senator hick from the sticks destroy and disrespect our vote.  After having a brief history lesson with a young alumnus, he related the struggles of Medgar Evers and compared it to having the freedom to possess a plant created from the earth. Another young Mumford graduate said that he will call, tweet, and email Senator Rick Jones to tell him quit messing with our law. 

Given the popularity of the program and the exponential revenue that Marijuana has generated, contact your Senator (click here) and House of Representative(click here) member and tell them to vote NO on all of these bills.  If your Senator or Representative is up for recall, then let them know to straighten up or GO!

On August 1st at 10:00am, a clarity hearing will be conducted to review the language on the petition for the recall of Attorney General Schuette. 806,522 valid signatures needed in 90 days within a 180 day window. A total grass roots effort is in full effect.

Growing Weed at the White House... a Historical Insight from the streets of Detroit

Urban Farming has a strong tradition from the White House to the City of Detroit. The people in the neighborhoods grow just like the slaves did when they worked at the White House for President George Washington. While walking down the street on 7 Mile, I ran into an old friend from the neighborhood. He was an urban farmer who wanted to remain nameless.






“The Greening of America began at the White House” stated the gentleman as we were walking down 7 mile road past Mr. Mapps Lounge. I am growing my own personal garden with food and medicine to pay homage to those slaves and First Lady Michelle Obama. The first president, George Washington had a farm on the White House Grounds. The man was a natural born famer and owned slaves who he treated well. They took care of his farm and other emotional needs. He loved him some sisters and all they had to do was take care of the farm and him.


Now that a daughter of the slaves is living IN the White House, it would be a total honor to have her grow some Industrial Hemp and Medicine in the White House right next to the oregano, cilantro , basil, or parsley. Growing this group of plants in the same area contributes to the spices of each other and feed on each other’s organic makeup. Potatoes and Tomatoes are a favorite of mine. This is because sweet potatoes, beets, turnip greens, are a group to keep together because everything is underground. Interested people would keep up with the growth rate of the plants on the White House website just like Farmville on face book. Since medical marijuana is allowed in D.C., The White House fits the definition of a secure and locked facility.


That was a lot of information I thought to myself and as my friend got into his car. What about all of that hemp that comes from Canada? By trading in hemp, we will have free trade with Canada. The bridge to be named later project over the Detroit River would be paid for by the revenue from the Cannabis trade. Along with farmers, the duty free shops would generate massive amounts of revenue with duty free Cannabis products being sold at the border. Finally City of Detroit employees will be able have an even healthier pension fund by investing in alternative fuel research and manufacturing in Michigan. Cannabis creates jobs and opportunity for an entire earth community.

A “Bong for Bing will solve everything” or Pot for Pugh will help all of you” was the text message I received from my friend.

Lansing Michigan Ordinance seeks to restrict and relocate the number of dispensaries in the City Limits.

An ordinance proposed by City Councilwoman Carol Wood will force new dispensaries to move into certain areas of the city. If this ordinance is passed, it will force new businesses into specific light industrial zones that will have the potential to create a marijuana free enterprise zones in the City of Lansing. Current owners will be allowed to stay in their present place of business until ownership transfers or a catastrophic event such as a fire or natural disaster.

One of the more controversial parts of the ordinance is the elimination of 24/7 dispensaries in the City of Lansing. Dispensary businesses will only be allowed to operate between the hours of 10am to 7pm Monday through Saturday. Another controversial part of this ordinance is not allowing consumption by customers in the place of business. These provisions were fiercely objected to by shop owners and Ingham County NORML.

Supporters of these controversial changes are hoping to force all of the businesses from Michigan Avenue and other places into a few designated areas within the City limits. Another excuse brought up by the neighborhood associations is the electrical draw down of current if these businesses are allowed to cultivate the medicine onsite. If these people are successful in forcing business to move, Michigan Avenue in Lansing will return to empty buildings and abandonment again. Another danger is the invitation for felony acts of arson by deranged individuals forcing the business to move. The draft ordinance as written will force a burned down business to move to a newly zoned area in the City.


There is still time before this ordinance becomes the law to act. We are encouraging all shop owners and customers to contact Councilwomen Carol Wood, A’lynne Robinson, Tina Houghton, and the Lansing City Council to tell them to remove these job killing provisions from the ordinance. This must be done before Thursday June 3rd, 2011 @ 3pm. After this date and time you must show up in person on the 10th floor of Lansing City Hall @ 4PM.
